Assess this organisation's culture — what it actually is, not what the
values poster says.

Provide:
1. The real culture as revealed by behaviour and incentives (vs the
   stated one)
2. The gap between espoused values and lived reality, and where it hurts
3. The strengths of this culture worth protecting
4. The dysfunctions and where they come from (usually incentives, not bad
   people)
5. What would actually shift the culture (behaviour and incentives, not
   slogans)

Culture is what gets rewarded and tolerated — read it from there, not from
the values statement.
