The Compliance Monitoring Plan

Help me design a monitoring plan for an obligation we already
have to comply with.

1. What to monitor — the specific indicators that show

   can be proven, not just asserted
4. Thresholds or triggers that should prompt escalation
5. A simple reporting format for the accountable owner
6. Sampling versus full review, and where each is appropriate
7. What a failed check looks like and the response to it
8. A periodic review of the plan itself
