The Tool Composition Prompt

Should these tools be composed into one, or kept separate?

Assess:
1. Do these always occur together, or only sometimes?
2. Does the agent make a meaningful decision between them?
3. What does the intermediate result tell the agent that it needs?
4. What would be lost by composing them?
5. What would be gained: fewer round trips, less context consumed,
   fewer chances to get the sequence wrong

Recommend:
- Compose, keep separate, or offer both
- If composing, the combined tool's schema and description
- If keeping separate, the ordering guidance for the system prompt

Rule of thumb to apply: compose when the agent has no real decision
to make between the steps, and the intermediate result is not
something it needs to reason about.
