   what is table stakes
2. What building costs: initial build, evaluation, ongoing
   maintenance, the operational burden nobody budgets for
3. What buying costs: licence, integration, lock-in, the limits we
   will hit
4. Which parts of this we should build and which we should buy —
   it is rarely all-or-nothing
5. The reversibility of each choice: how hard is it to switch later
6. What we would learn from building that we could not learn from
   buying
7. The honest recommendation

Be specific about the maintenance burden of building. Agent systems
require ongoing evaluation as models change beneath them, and that
cost is systematically underestimated.
